Bringing International Food Safety Standards to Lebanese Villages
When most people think of HACCP (Hazard Analysis and Critical Control Points), they think of large hotels, industrial kitchens, or multinational food companies. Very few think of municipalities and villages.

This case study documents a pioneering food health and safety project developed for Aramoun Municipality in Lebanon — titled "My Town Starts With Food Safety & Health" — a comprehensive initiative designed to bring international food safety standards to village-level food operations and community environments.
🎯 The Challenge
Municipalities and local communities in Lebanon face a unique food safety challenge. Unlike hotels or restaurants, they often lack:
- Formal food safety training for staff and local vendors
- Documented procedures for food handling and storage
- Systems for identifying and controlling food safety hazards
- Awareness of cross-contamination risks in homes and local food businesses
- Compliance frameworks aligned with international standards
Yet they serve some of the most vulnerable populations — community events, local markets, school meals, and public gatherings where food safety failures can have serious public health consequences.

🛠️ The Project
Chef Tarek BouGhanam presented a full Food Health and Safety Project to the President and members of the Aramoun Municipal Council, covering:
- ✅ Why Food Safety Matters at the Community Level — educating residents and officials on the hidden dangers in homes, restaurants, and public food spaces
- ✅ Cross-Contamination Awareness — identifying how contamination spreads in village kitchens and local food businesses and how to prevent it
- ✅ HACCP Framework — Hazard Analysis and Critical Control Points adapted for municipal and community food operations
- ✅ Critical Control Points (CCPs) — defining exact intervention points to prevent or eliminate food safety hazards
- ✅ Processing Methods — safe food preparation, storage, and handling procedures for community use
- ✅ Staff & Community Training — practical food safety education adapted for non-professional food handlers and residents
- ✅ Documentation & Monitoring — systems for ongoing compliance and accountability at the municipal level
📊 The Impact
This project demonstrated that HACCP is not just for large commercial operations. With the right expertise and the right approach, international food safety standards can be implemented at the community level — protecting public health, reducing food poisoning risks, and building trust in local food systems.
The Aramoun Municipality project serves as a replicable model for other Lebanese municipalities and village communities looking to formalize their food safety practices and protect their residents.
